Review Policy

The journal “International Bulletin on Public Administration and Legal Affairs” adheres to a policy of mandatory peer review of scientific articles prior to publication. The review process ensures compliance with international standards and mandatory adherence to the recommendations of the Committee on Publication Ethics (COPE), specifically the COPE Guidelines on Ethics for Reviewers, which align with the guidelines for preparing publications in the international and European research communities. The peer review process is designed to ensure the objectivity of expert evaluation, the transparency of editorial procedures, and the maintenance of high standards of publication quality.

The journal employs a double-blind peer review system, which ensures the impartiality and objectivity of the evaluation of scientific materials. The editorial board guarantees the confidentiality of manuscripts and reviews, prevents the use of unpublished results for private purposes, and promptly applies recusal mechanisms in the event of an actual or potential conflict of interest. Throughout this process, authors and reviewers remain anonymous to one another.

To ensure genuine independence, an “editorial firewall” has been implemented, which clearly separates access and functions: staff responsible for finance, partnerships, technical support, or communications are not involved in the review of materials and do not have access to reviews or internal discussions until a final decision is made.

Any attempts to influence editorial decisions are recorded as policy violations and result in appropriate measures, including public disclosure and referral of materials to ethics bodies. This approach ensures not only formal but also actual editorial autonomy, the reproducibility of procedures, and trust from authors, reviewers, and readers.
