Retraction Policy

This policy has been adopted in accordance with international standards and recommendations, primarily those of the Committee on Publication Ethics (COPE), specifically the “COPE Guidelines for Retraction.”

Retraction of a publication is a mechanism for correcting published information—including at the author’s initiative—and notifying readers that such material contains errors or inaccurate data. Inaccurate data may result from either accidental errors or deliberate misconduct.

Grounds for retracting a publication include violations of ethical standards outlined in the sections “Academic Integrity and Publication Ethics Policy” and “Publication Ethics and Editorial Policy,” as well as other significant flaws.

At the same time, the journal’s policy provides for a proportionate and public response to errors and violations, namely: 1) minor editorial or technical errors may be corrected by a brief correction notice; 2) significant errors that do not alter the main conclusions may be corrected via a corrigendum or addendum; 3) confirmed violations of academic integrity and publication ethics, as well as the journal’s editorial policy, and significant flaws that alter the main conclusions constitute grounds for retraction of the publication.

The primary purpose of retraction is to correct deficiencies or erroneous data and to ensure the integrity of the journal’s publications.

The initiators of retraction are:

1) the author or at least one of the authors of the publication;

2) the editor-in-chief of the journal;

​The duties of the editor-in-chief regarding retraction may be performed by the deputy editor-in-chief if the latter is the author (or one of the authors) of the publication in question. 

 

Retraction procedure:

  1. The decision on retraction is made by the journal’s editorial board upon the recommendation of the journal’s editor-in-chief. The proposal must include information regarding the grounds for retraction specified in these current requirements. The decision to retract an article is made taking into account the response from the author(s) of the article, justifying their position on the issue of retraction (provided such a response is received).
  2. If the author(s) deem it necessary to retract the publication, they shall contact the editorial board by sending an email to bulletin_pla@ukr.net, providing a reasoned explanation for their decision.

In response, the editorial board:

  1. a) rejects the retraction request, explaining the reason for its decision;
  2. b) may propose publishing a correction;
  3. c) if there are grounds, recommends the complete retraction of the article. In this case, the editorial board carries out the retraction independently.

The decision to retract an article is made by a majority vote at a meeting of the editorial board. Meetings are held once a month (on the last Friday of the month). Meetings may be held in person or online.

  1. If the editorial board decides to retract an article based on its own review or information received, the author(s) is/are notified, and a response is expected from the author. If the author or group of authors ignores the request or fails to respond within 30 calendar days, the editorial board has the right to retract the publication without taking the author(s)’ opinion into account.
  2. The decision to retract an article is formalized in the minutes of the journal’s editorial board meeting.
  3. Upon deciding to retract an article, the editorial board shall indicate the reason for the retraction (in the event of academic plagiarism or self-plagiarism, specifying the source of the borrowing) as well as the date of the retraction. The article and its abstract remain on the journal’s website as part of the relevant issue of the journal, but the electronic version of the text is marked with the word “RETRACTED” and the date of retraction. The same notation is included in the article and in the table of contents of the issue.
  4. The journal’s editor-in-chief signs the minutes of the editorial board meeting, which specify the date of the meeting, the list of attendees, the results of the review, the reasoned decision, and the completed form:
  • The author’s full name and the title of the article
  • The title, volume, issue, and year of publication of the article being retracted
  • The initiator of the retraction
  • The grounds for retracting the article and the date the decision was made
  • A link to the page on the journal’s website where information about the retraction is posted
  • The article’s metadata and DOI
  1. The author (the corresponding author in the case of multiple authors) is sent the minutes of the editorial board meeting, including a statement justifying the reason for the article’s retraction.
  2. Information about the retraction of the publication is posted on the journal’s website.
  3. The appeal is reviewed by the editor-in-chief within 14 business days.

Consequences of retraction:

– the retracted publication remains in the archive of this scientific journal with a corresponding notation;

– the following are notified of the retraction: the article’s authors, indexing databases, scientometric databases, and the relevant scientific community.

Authors have the right to:

– receive a detailed justification for the retraction decision;

– appeal the retraction decision;

– publish a comment on the retraction decision.
