Policy on Academic Integrity and Publication Ethics
1. Policy on Academic Integrity
The journal “International Bulletin on Public Administration and Legal Affairs” upholds a policy of strict adherence to the values, principles, and rules of academic integrity based on them, in accordance with recognized international standards and recommendations, primarily those of the Committee on Publication Ethics (COPE) / COPE) and guided by the provisions of the Law of Ukraine “On Academic Integrity,” as well as the approaches applied by leading scientometric databases.
The core values of academic integrity for this scientific publication are:
- honesty of academic actors toward themselves and others;
- trust in the results of others’ academic work, including the assurance that these results were obtained honestly and in compliance with relevant rules and standards;
- respect for the honor and dignity of oneself and other members of the academic community, appreciation of diversity of opinion, and respect for the intellectual property rights of others;
- fairness in the treatment of academic actors toward one another, including the creation of fair policies at research institutions, consistent and impartial responses to violations of academic integrity, and the honest evaluation of academic achievements;
- accountability of academic actors to themselves, to one another, and to society for the results of their academic work;
- steadfastness in the ethical conduct of academic activities, regardless of external or internal pressures to violate academic integrity and regardless of the presence or absence of external oversight;
- determination in fostering and upholding a culture of academic integrity, and courage in defending academic integrity in academic activities.
The core principles of academic integrity for this scientific journal are:
- prioritizing the assurance of academic integrity among students through the use of appropriate teaching, educational, motivational, and incentive methods;
- transparency regarding the rules of academic integrity, types of academic misconduct, and the consequences for such violations;
- zero tolerance for any manifestations of violations of academic integrity;
- respect for the results of another person’s academic work (authorship) and the inviolability of intellectual property rights;
- avoidance of conflicts of interest.
The main rules of academic integrity for a scientific publication are:
- the inclusion of citations with references to the relevant source of information and/or the relevant author when using the results of intellectual creative activity (texts, images, ideas, developments, statements, information, opinions, etc.);
- clear distinction of the author(s)’ contribution in publications from the results of intellectual creative activity of other persons;
- Only reliable information in publications and the absence of fabricated or falsified information by the author. If assumptions or unproven claims are made, this must be indicated in the academic work;
- Mandatory attribution of authors in publications;
- notification by the author(s) of the use of an object generated by artificial intelligence, specifying the generation method and/or a reference to the relevant computer program or its description in accordance with the requirements for formatting and/or publication in the relevant publications;
- if applicable, identification of other individuals (last name, first name, patronymic, academic degree (if applicable), academic title (if applicable), position (if applicable), and name of the organizational unit (if applicable), official name of the place of employment (if applicable), city, country) who participated in the work on it (providing recommendations, consulting, editing, formatting, conducting experiments, calculations, translation, etc.), specifying the nature of each such person’s contribution;
- citing one’s own previously published results in publications;
- ensuring open access to publications.
The main forms of academic misconduct are:
1) misattribution of authorship;
2) academic plagiarism;
3) false attribution of authorship;
4) self-plagiarism;
5) fabrication;
6) falsification;
7) unethical use of results generated by artificial intelligence;
8) unethical evaluation;
9) non-independent completion of an assignment;
10) unauthorized assistance;
11) incitement to violate academic integrity;
12) copying;
13) deception;
14) unjustified authorship;
15) simultaneous submission of an article to multiple publications.
These and other recognized values, principles, and the rules based on them form the foundation for cooperation between authors, academic advisors, the editorial board, and reviewers. Any violation of academic integrity constitutes grounds for considering the retraction of publications and initiating other sanctions provided for by Ukrainian law.
- Publication Ethics Policy:
The journal operates on the principles of transparency and accountability to the scientific community. The editorial board adheres to international standards and recommendations, primarily those of the Committee on Publication Ethics (COPE) / COPE), specifically the “COPE General Approach to Publication Ethics for Editors” and the “Principles of Transparency and Best Practices for Scholarly Publishing,” the San Francisco Declaration on Research Assessment (DORA), as well as the approaches applied by leading scientometric databases. Compliance with these conditions is mandatory for authors, academic supervisors, reviewers, potential experts, and other individuals involved in the preparation and publication of articles, as well as supplementary materials (personal data of academic supervisors and authors, illustrative materials, etc.).
