Open Access Policy and Terms of Use for Copyrighted Materials

1. Open Access Policy. The scientific journal “International Bulletin on Public Administration and Legal Affairs” adheres to an Open Access policy. All articles are made available indefinitely to all users (and their institutions) immediately upon the issue’s publication. Real-time full-text access to the journal’s scientific articles is available on the journal’s official website in the “Archive” section. The journal does not charge for open access, nor does it charge any fees for submission or review of materials. If additional fees are required for specific projects, this is communicated in advance and transparently, with clarification of any possible exceptions and exemptions.

This model aligns with European approaches to open science and the definitions of open access formulated within the Budapest Open Access Initiative and the Berlin Declaration, and is consistent with transparency principles (COPE/DOAJ/OASPA/WAME), which require clear disclosure of access conditions and any applicable fees. The final versions of the articles (versions of record) are posted on the journal’s website immediately upon acceptance, indexed, and assigned a DOI, which ensures citation stability and long-term accessibility.

The journal provides open ("diamond") access (free of charge for both authors and users) to all articles and issues of the scientific journal under a non-exclusive Creative Commons Attribution 4.0 International (CC BY 4.0) license. All works are licensed under the Creative Commons Attribution 4.0 International License. This allows users to read, download, copy, and distribute the materials; create excerpts and abstracts from them, as well as derivative works; modify and adapt them; and use them for commercial purposes. At the same time, four main conditions must be met: credit the authors and provide a link to the official publication with a DOI; include a link to the text of the CC BY 4.0 license; clearly indicate if the material has been modified; and do not imply that the licensor endorses or approves of a specific use. The chosen licensing model complies with European open access standards, in particular the Plan S requirements regarding permitted licenses, and ensures legal certainty for the reuse of materials by academic, educational, and professional communities.

Authors retain all copyrights and simultaneously grant the journal the right of first publication under the terms of the Attribution-NonCommercial-NoDerivatives 4.0 International (CC BY-NC-ND 4.0) license, (http://www.creativecommons.org.ua/translation), which allows for the distribution of their material with attribution to the authors and the original publication in this journal. Under the terms of the license, the use and distribution of the material, including for commercial purposes, is permitted provided that the authors and the article’s DOI are properly cited, the license is explicitly stated, and any changes made (if any) are disclosed. This approach is consistent with European transparency standards (COPE/DOAJ/OASPA/WAME Principles of Transparency and Best Practice), meets the definitions of open access formulated in the Budapest Open Access Initiative and the Berlin Declaration, and is compatible with the requirements of funding organizations (in particular, Plan S approaches) and practices for the long-term preservation of scientific publications.

Authors have the right to enter into independent additional agreements regarding the non-exclusive distribution of their work in the form in which it was published in this journal (for example, depositing the work in an institutional repository or publishing it as part of a monograph), provided that a reference to the work’s first publication in this journal is retained.

The journal’s licensing policy is compatible with the vast majority of open access and archiving policies. The editorial board supports the recommendations of the Budapest Open Access Initiative (BOAI) as well as UNESCO’s recommendations on open access and strives to implement them in its publishing activities.

Authors are permitted to self-archive-that is, to place preprints and the accepted-for-publication version (AAM) in open repositories with a clear indication of the document’s status and the subsequent addition of a link to the final version of the article with a DOI after its publication. Moral rights, in particular the right of authorship, the right to attribution, and the right to the integrity of the work, remain with the authors and are not transferred to other persons.

Full-text articles are available via the "Archive" section and repository platforms; each publication is assigned a DOI, ensuring proper citation and indexing. Third-party materials (images, tables, data) included in articles are used based on appropriate permissions or compatible open licenses, with mandatory attribution to the source. When processing personal data, authors comply with GDPR requirements and relevant industry ethical standards.
