Abstract

The article focuses on increasing the efficiency of the Economic Security Bureau of Ukraine in combating 
economic crime. Against the backdrop of massive challenges, including the full-scale invasion, it explores 
ways to improve the institutional capacity of this authority. The paper emphasizes that the further reform of 
the Economic Security Bureau of Ukraine is not only an internal necessity but also a crucial component of the 
country’s European integration processes and obligations to international partners.
The article provides a detailed examination of nine key areas for improving the Bureau’s work. It highlights 
the importance of strengthening its personnel potential by filling vacant positions, which directly correlates with 
increased effectiveness in analytical and detective work. To achieve this, it suggests recruiting both experienced 
professionals and young specialists who are highly motivated and have potential for professional growth. 
The need to expand the organizational structure, particularly by increasing the number of regional offices, is also discussed as a means of enhancing the speed of response to crimes. Attention is given to ensuring the 
proper qualifications of employees through continuous training and the implementation of modern educational 
platforms to adapt to the dynamic nature of economic crime.
Special emphasis is placed on strengthening the analytical component of the Economic Security’s Bureau 
activities, which is its unique feature. It is noted that this requires expanding access to state, commercial, and 
international databases, as well as legally mandating state bodies to respond to the Bureau’s recommendations. 
The article also highlights the importance of developing and implementing a unified information system for 
automated data analysis and risk identification. It underscores the necessity of broadening cooperation with 
both domestic and international institutions, as well as with representatives of business and civil society, to 
promote transparency and effectiveness. The paper substantiates the importance of improving the regulatory 
framework, including issues of social protection for employees and refining the body’s investigative jurisdiction, 
along with strengthening internal anti-corruption measures.
The article argues that increasing the efficiency of the Economic Security Bureau of Ukraine is possible 
only through a comprehensive approach that combines legislative improvements, modern management 
practices, investments in personnel and technology, and the establishment of an effective system of internal 
and external control. The implementation of these measures will help to de-shadow the economy, improve the 
investment climate, and strengthen Ukraine’s economic security.
